The Nicholas C. Petris Center at the University of California, Berkeley’s School of Public Health is looking forward to Friday, May 4 for this year’s Spring Symposium on Implementing Health Reforms in California. For those of you who attended the 2006 Petris Symposium, you will know that this will be an afternoon of informative discussions on key health care issues facing Californians: proposed health care coverage reforms, ongoing changes in our mental health care system brought on by Proposition 63, and the wide-spread use of Ritalin and other stimulant drugs used to treat ADHD in children.

This year’s Symposium will be held in Berkeley at the Clark Kerr Campus, which is a few blocks southeast of the main campus. The welcoming comments will begin at 1:00 p.m., followed by the afternoon’s keynote addresses and panel discussions, and then a reception from 5:00 p.m. to 6:00 p.m.

The European Research Group on Innovation and Change in Health Care Systems (ERGIHCS) is an initiative of researchers at European universities and research institutes. Their main interest is to explain the factors and their interaction that affect the evolution of health care systems. By applying advanced methods in institutional and evolutionary economics on current issues their ultimate objective is to design sustainable policies and give advice to decision-makers in the relevant policy fields.

All over the world health care systems face a tremendous pressure for reforms, mainly caused by tightening financial constraints, but also by demographic changes. Given the importance of medical progress in improving the human condition and the increasing share of health care activities in GDP, a focus on innovation and change in health care is an essential extension of health economics research. The ERGIHCS starts out from the diagnosis that existing approaches in health economics need to be expanded and enriched with insights and methods of evolutionary and institutional economics. The standard approaches analyze how innovations in the medical sector influence prices, quantities and qualities of medical services while treating them as exogenously given. In contrast to that, the ERGIHCS aims to analyze in detail how innovations emerge and diffuse by the interaction of the actors involved in health care systems. By identifying the mechanisms that shape how new institutions, products and organizational forms are generated in health care systems, statements about their impact on health care expenditures and outcomes can be derived. By analyzing the incentives of the main actors, viable prescriptions to better direct the path of innovations in the medical sector can be obtained for public policymakers.

Accordingly, the ERGIHCS focuses primarily on (1) institutional innovation in health care systems and industry evolution, on (2) policy change and competition among health care systems, and on (3) the demand for health care services and its long-run evolution. The I. ERGIHCS Conference is meant to bring together researchers of the relevant fields, to survey different approaches and to set the agenda for further research.

Paper submission: Invitation to the conference is based on an extended abstract of around 2000 words. The abstract must include information on the relevant theories, methodology, data, and (expected) results. Uniting Stream “Young Tropical Scientist 2007” Award.

Uniting Streams is a workgroup for fieldresearch in International Health and operates under the unbrella of the Netherlands Society for Tropical Medicine and Hygiene. The workgroup has over 150 members from The Netherlands and Belgium working in various disciplines within the field of International Health. Our aim is to stimulate multidisciplinary discussion on various topics related to (fieldwork in) International Health.

On behalf of Uniting Streams, we invite all talented young scientists to apply for the Young Tropical Scientist of the Year Award. The organisation will select five speakers to present their work in a separate parallel session. A professional committee will award one of these scientists with a prize and 500 euros.

All scientists who have not yet defended their PhD thesis can apply for this prize. They can submit recent research in the field of tropical medicine which should be related to field work in developing countries.

To apply for this prize, we require:

The overall aim of this conference is to discuss how Green care services in agriculture can be further developed and organised by relevant research activities. This will be achieved by discussing conceptual and theoretical frameworks and research methods for assessing health effects, economics and social impact of various types of Green care services, and how these fit into current and future national health and social care systems.

Participants that are from the Action’s member countries can be eligible for reimbursement of their expenses, up to a maximum of six persons per country and within our overall budget (roughly 60 persons). We may have to consider a good balance between countries, working groups and scientific expertise when this selection is made. For those being able to pay their own expenses, the conference is open to anybody within the available space.

ABOUT THIS COST ACTION

COST is European Cooperation in the field of Scientific and Technological Research, and is a scientific network programme under European Science Foundation. It is administered by a Management Committee of 1-2 persons being representatives of each of the member countries of the Action. This Action presently has 14 member countries, and its activities are regulated by the Memorandum of Understanding. COST cannot fund research projects, but coordinates scientific work.

‘Green care’ is the utilisation of agricultural farms - the animals, the plants, the garden, the forest, and the landscape - as a base for promoting human mental and physical health, as well as quality of life, for a variety of client groups. A multidisciplinary scientific effort is essential to further develop green services as part of a multifunctional agriculture. This COST Action will coordinate research and develop new research on green care in biological, medical and health sciences, including conceptual, theoretical, and methodological developments. The Action will also focus on economics and management of green care farming, as well as developing policies and discussing how green care can fit current and future national health and social care systems, and affect rural development positively.

The main objective of the Action is to increase the scientific knowledge on the best practices for implementing green care in agriculture with the aim of improving human mental and physical health and the quality of life.

The scientific work in the Action is based on three Working Groups (WGs):

WG 1: Health effects of green care

Chair: Joe Sempik, UK

The main aim of this Working Group is to coordinate research and develop new research in biological, medical and health sciences for the purpose of gaining new insight into the effects of various types of green care on several aspects of physical and mental health and the quality of life of people. The work must include conceptual and theoretical discussions and developments, as well as discussions on research methodologies.

Milestones:

  1. Development of a conceptual framework and theoretical models for the health promoting mechanisms of green care.
  2. Comparison and discussion of ongoing research projects related to health effects on people.
  3. Establishment of a set of good research methodologies.

WG 2: Economics of green care

Chair: Saverio Senni, Italy

The main aim of this Working Group is to coordinate research and develop new research on economics and management of green care farming. This includes the cost-benefit effectiveness of green care across the economic spectrum (micro, mezzo and macro levels) within the framework of multifunctional agriculture, market based versus governmental based economics, marketability of public goods and positive agricultural externalities, as well as measurements of the positive externalities of Animal Assisted Therapy and Horticultural Therapy.

Milestones:

  1. Development of a methodology to determine the economic benefits of green care services for farmers, for other parts of the agricultural sector and for the health and social care sectors, and also the social returns of such services.
  2. Development of systems to support green care regionally and nationally.
  3. Development of a research programme on economics of green care.

WG 3: Policies related to green care88

Chair: Thomas van Elsen, Germany

The main aim of this Working Group is to investigate how green care fits into current and future national health and social care systems. This includes the organisation of the green care system and the building up of the network behind the health and social care systems. A further aim is to define how rural development is affected; creation of new jobs and strengthening of the economic viability of rural communities, those of less-favoured and remote rural areas in particular.

Milestones:

  1. Definition of terms and concepts for the different services of green care.
  2. Evaluation of the contribution of green care not only to rural and agricultural policies, but also to policies in health care and social care.
  3. Development of a research agenda - policies of green care.

AIMS FOR THE CONFERENCE

The overall aim of this conference is to discuss how Green care services in agriculture can be further developed and organised by relevant research activities. This will be achieved by discussing conceptual and theoretical frameworks and research methods for assessing health effects, economics and social impact of various types of Green care services, and how these fit into current and future national health and social care systems.

The discussions in the Working Groups (WGs) will draw on the experience and discussions of the COST Workshop held in Brussels 4-5 December 2006. After presenting and discussing different situations in various countries during the last meeting we want to make steps forward in order to build up a network behind the health and social care systems. The affection of rural development and the economic viability of rural communities, especially of less-favoured and remote rural areas, will be taken into account as well. More details are to be found in the minutes of the last meeting.

CALL FOR ABSTRACTS

We invite offers of presentations in the plenary sessions (15 minutes), in the Working Groups (10-15 minutes), or as posters. Presentations should either be presentations of research results, scientific methods you currently use, or theoretical or conceptual issues. Priority will be given to presentations which are judged to contribute best to fulfilment of the aims of the conference. The number of presentations will be limited to ensure adequate time for discussions.

Those offering a presentation must submit a one-page abstract that clearly indicates the authors’ names, addresses and e-mail address to corresponding author, objectives, methods, main research results (if any), theoretical/conceptual issues (if any), and conclusions. These abstracts must accompany the Registration Form to be submitted by 10th March 2007.

The Scientific Committee, which is the same as the Executive Committee of the COST Action, develops a final programme based on offered presentations and the discussion topics. Those having their abstracts accepted, for oral or poster presentations, must submit an extended two-page summary based on a given template for the Proceedings of the conference by 15th May. After the conference, we will consider inviting some of the presenters to submit a full article for a book to be published by COST.

Fifth Global National Health Accounts Symposium

The fifth global NHA symposium will be hosted in Lund, Sweden, in conjunction with the iHEA Conference in Copenhagen in 2007.

The aim of the fifth global NHA symposium is to highlight the usefulness of the tool in monitoring efforts to strengthen health systems in different countries. The symposium will be a two-day workshop, financed by Sida and USAID. The participants are expected to have different levels of knowledge about the concept of NHA and its applications. The program will include training and information sessions regarding the production of NHA as well as benefits and policy implications of using the tool to inform policy processes and evaluate results of reforms. Presentations will be made by representatives from different organisations who are involved in the production and/or use of NHA, e.g. health ministries, research institutes and universities in different countries, donor organisations, the World Bank and the World Health Organization.

Workshop in Copenhagen: The Political Economy of Health

The workshop is being organised by members of the Danish Hospital Institute, the University of Cape Town and Curtin University (Perth, Australia). There will be a small fee to help cover some of the costs, but we will try to keep this as low as possible.

Special Session on Future Directions in Health Care Financing (Perspectives and Debate) which will be held at the 6th Congress of the International Health Economics Association (iHEA) at DANIDA in Copenhagen on July 8, 2007.

Objectives of the Pre-Conference Session on Health Financing

Although much is known about the issues and policy options for improving health financing in other regions and higher income levels, there is still a considerable knowledge gap on how best to approach this challenge in the context of the low-income levels and weak institutional capacity. The overall goal of the pre conference session on health care financing will be to deepen understanding about how to secure:

  • more fiscally sustainable sources of funding for the health sector;
  • improved management of financial vulnerability; and
  • better value for money spent on health care

Without additional money and better spending in the health sector, the Africa region and low-income countries in other regions will not achieve the MDG goals. Given the binding constraints on fiscal space allocated to the health sector, business as usual is unlikely to secure a sustainable source of financing for these countries. Yet moving forward on the health financing agenda is not easy. The proposed session will examine and debate the role of several major funding mechanism that are at the center of a lively debate on health care financing in both low-income and higher-income countries today. They include:

  • Fee Exemption vs User Fees
  • Government Funded National Health Services vs Social Health Insurance
  • Solidarity vs Consumer Driven Health Financing
  • Old vs New International Health Financing Architecture

Each of the four sessions will start with a presentation of the key issues raised by the particular topic in question. This will be followed by a panel debate on the key controversial issues raised by the particular topic. The panelists will be policymakers and analysts that have real on the ground experience. Given known ongoing debate on the role of each of these topics, panelists will be chosen who represent diverse views on each of the selected topics.

An impressive group of leaders have agreed to be plenary presenters for the Boston program. These will be announced announced this month.

For ISQua’s Boston Conference program, abstracts are being invited for a major track across the program on E-Health as it applies to patient safety and quality, and lessons learned from hands-on practice.

IN ADDITION, other program tracks will cover new initiatives and lessons learned in the areas of, but not limited to:

  • Performance Measures/Indicators
  • Patient safety
  • Patients - informed, consulted, empowered
  • Workforce
  • Systems
  • Accreditation and other evaluation services
  • Clinical performance improvement

A major focus for each track will be Oral and Poster presentations. Additional Posters will be selected for display only.

CLOSING DATE for ABSTRACT submissions: No later than Monday 12 March 2007.

In this respect, the challenges for the future provide an exciting opportunity for study, reflection, planning and action.

HCTM is about exploring key issues and trends

The association provides a forum for identifying and exploring key issues relating to healthcare, technology and management and in formulating and setting up research agendas in this field for the future.

HCTM is an international network

We are a network of academics and managers from around the world interested in advancing and disseminating knowledge about healthcare, technology and management. HCTM is a global network with international links where people can get together to communicate experiences and exchange ideas. It is a network that bridges the gap between research and clinical/ managerial practice.

HCTM is a multidisciplinary network

The association is concerned with a variety of different fields, including: changes and transformations in society, application of information technologies, emerging technologies in medical care and their role in modern clinical management.

HCTM focuses on the development and application of knowledge

Excellence in the provision of improved healthcare relies on and is thus led by new knowledge based on related R &D.

Conference Background: Over the years in the previous HCTM annual conferences we have examined the returns and benefits of medical technologies, the application and organisational aspects of creating and implementing cutting-edge technologies, the trends and the advances made in the field of technology and its management in healthcare delivery, and the challenges for the future. Against this background, the next conference in 2007 seeks to encourage an international and multidisciplinary debate on the “responsibility and compliance in the management of healthcare technologies in an integrated healthcare system”. As this issue is complex and multifaceted, several different theories, approaches, perspectives and dialogues are required to achieve a common understanding necessary to define the state of the art.

Papers will be expected to deal with the identification and analysis of the different roles and contributions, and therefore with the responsibilities of the different actors involved in the development, adoption and management of cost-effective and appropriate healthcare technologies, i.e., manufacturers, sales agencies, scholars, researchers, regulators, payers (including insurers), managers (including risk managers), and professionals.

Conference theme and sections: The theme for the 6th International Conference on the Management of Healthcare and Medical Technology is “Towards responsibility and compliance in the management of healthcare technologies: international perspectives and comparative experiences”.

The conference will explore the issue of responsibility with respect to each phase of the healthcare technology life cycle; hence the conference will have the following general sections:

  • Section 1 - Healthcare technology development: concept generation of innovative healthcare technology; ethical issues concerning innovative healthcare technology; projected future research direction needs; technology-driven innovations versus health need-driven innovations; uptake and safe diffusion of new medical technologies/ devices, constructive health technology assessment; product life cycle management models for healthcare technology.

  • Section 2 - Healthcare technology compliance and regulation: commercialization authorization; liability and insurance issues in healthcare technology; Health Technology Assessment and reimbursement decisions; trends, advances, and challenges of technology in healthcare and the social policy issues of health care delivery: affordability, access, availability; Compliance and ethical implications; Trends and advances in technology for healthcare delivery and the issue of quality of care; The role of government and its influence on trends, advances, challenges and future research in technology for healthcare delivery.

  • Section 3 - Healthcare technology adoption by the healthcare organization: hospital based-Health Technology Assessment; investment planning and programming; businessplanning;

  • Section 4 - Healthcare technology management by the healthcare organization: organizational impacts, change management; business process re-engineering; technology overlapping; development of sound information systems; performance measurement; audit; maintenance; safety and replacement plans; anonymous incident reporting systems;

  • Section 5 - Contributions from PhD students are welcome and encouraged. One section of the Conference is allocated to presentations by PhD students on the subject matter of their doctoral thesis (at all stages of preparation). The students presenting their work will thus have the opportunity to explain and defend their research questions, the investigative approach and methodology they have chosen to test their hypotheses to a qualified audience of experts, thus benefiting from useful suggestions and feedback on their work. Alternatively, PhD students whose research project is in an advanced stage can decide to present the outcome of their research in one of the above mentioned sections.

For all sections papers dealing with benchmarking across countries, regions and types of providers and payer systems are especially welcome.

Who should attend? The conference is of interest to a variety of groups and professionals within the larger industry of healthcare and healthcare delivery. These groups include medical and healthcare practitioners, researchers, academics, manufacturers, jurists, regulators, and consultants involved in all the phases of development, delivery, evaluation, risk management, research or teaching of healthcare services and of healthcare technologies management.

Included in this list, are also the manufacturers of medical instruments and healthcare equipment/ devices; pharmaceutical companies; biotechnology companies; providers of information and telecommunication technology for healthcare delivery; regulatory agencies; medical and healthcare professional groups and associations; insurance and other financial companies involved in healthcare; and faculty and students in programs in healthcare management, technology, policy, strategy, economics, and ethics.

All are invited to submit papers relevant to the conference theme, sections and topics described above.

Submissions

  1. Abstract submission: If you would like to present a paper at the conference, please submit an abstract (max 500 words) to the conference coordinator at: HCTMconference2007@sssup.it Each abstract should contain:
    • Paper title
    • All authors’ names, with details of the Institution and full postal address, telephone, fax, email address of the corresponding author, identified by the name being underlined
    • Section of choice and 2nd preference
    • Each conference participant is not expected to present more than two papers, although he/she may be co-author of other papers presented at the Conference.
  2. Paper submission: If you are invited to present a full paper for presentation during the conference, please follow the presentation guidelines which you will find nearer the event on the conference website.
  3. Ph.D. submissions for the PhD section should contain a statement that the paper is being submitted to the Ph.D. section, and should include the title of the thesis. Papers submitted for other sections should indicate 1st and 2nd section preferences.

KEY DATES

Proceedings and Publication: All the papers selected for oral presentation at the conference will be published in the Conference Proceedings and in a CD-ROM distributed at the conference to all conference participants who register for the conference. Selected papers, following peer-review, will be included in a special issue of the International Journal of Healthcare Technology and Management. In addition, a book based on selected papers presented at the Conference is also planned.
