Efficiency and Affordability in Health Policy: Novel approaches to estimate cost-effectiveness thresholds and budget impact thresholds.

This webinar will introduce the recent work on cost-effectiveness and budget impact thresholds with the aim of strengthening the methodological foundations of economic evaluations for health policy development. The discussion will start with 2023 publication of the faculty members in The Lancet Global Health, that has introduced a novel method to estimate cost-effectiveness thresholds (CETs) for 174 countries based on historical trends in life expectancy and health expenditures. Then, the discussion shall continue with new methodological refinements that incorporate GDP growth projections to generate more tailored and realistic CETs, particularly, in countries where the original assumptions may not have reflected national trajectories. Preliminary results from this updated analysis will also be shared. Finally, findings from the ongoing work on affordability decision rules, including a systematic review of budget impact (BI) thresholds and the development of a framework to standardize and classify BI thresholds across 182 countries will be presented. Hence, this webinar offers a more comprehensive approach for evaluating the efficiency and affordability of health technologies, especially in resource-constrained settings.
Speakers:
Professor Andres PICHON-RIVIÈRE, MD, MSc, PhD, is a physician graduated from the University of Buenos Aires. He holds a Master of Science in Clinical Epidemiology from Harvard University and a PhD in Public Health. He is the Director of the Institute for Clinical Effectiveness and Health Policy (IECS), an independent, non-profit organization focused on public health research, and a Full Professor of Public Health at the University of Buenos Aires. At IECS, he also co-directs the Health Economics and Technology Assessment Department and the WHO Collaborating Center. His work has focused on priority-setting mechanisms, health benefits packages, and the establishment and training of health technology assessment agencies in developing countries. His recent research includes the cost-effectiveness of vaccines, public health interventions, and oncology drugs, as well as cost-effectiveness and budget impact thresholds, and the health and economic impact of policies on chronic diseases.
Professor Federico AUGUSTOVSKI is a Physician graduated with honors from the University of Buenos Aires, with a Master’s degree in Clinical Epidemiology from the Harvard School of Public Health, training and research experience at the Centre for Health Economics at York University, and a PhD in Public Health from the University of Buenos Aires. He is the Director of the Health Technology Assessment and Economics Department at the Institute for Clinical Effectiveness and Health Policy (IECS), an independent, non-profit organization focused on public health research, as well as a Professor of Public Health at the University of Buenos Aires. His main areas of expertise include the assessment of disease burden, disease modeling, patient preferences and health-related quality of life, economic evaluation, health technology assessment, and the analysis of the impact of health interventions in developing countries. Currently, he is the Co-Director of the WHO Collaborating Centre in Health Technology Assessment and previously served as President of ISPOR (International Society for Pharmacoeconomics and Outcomes Research). He has published more than 165 peer-reviewed papers indexed in PubMed.
