Dr. Dagna O. Constenla: As an accomplished health economist with over two decades of leadership in health economics and outcomes research throughout Latin America and the Caribbean (LAC), I am honored to stand for election as a Board Director representing our region. My career has spanned critical roles across international organizations, national ministries, academia, and the private sector. Currently, I serve as Founder of Climawahealth, a consultancy focused on implementing climate-resilient health solutions for vulnerable communities.

Throughout my career, I have prioritized advancing vaccine impact and cost-effectiveness studies, which serve as essential tools for evidence-based immunization policies. My efforts have facilitated multi-country collaborations that have shaped health policy, attracted significant funding, and built capacity among emerging leaders in our region.

My long-standing engagement with IHEA has been substantial. I have actively participated in special interest groups, attended various regional and global conferences, and contributed to events aimed at promoting health economics in LAC. As an advocate for inclusion, I have worked tirelessly to elevate LAC voices in board discussions while supporting mentorship initiatives for new members.

A notable achievement in my trajectory was the launch of the PAHO ProVac Initiative, which empowered countries to conduct essential vaccine impact and cost-effectiveness analyses, thereby enhancing their technical capacity for evidence-driven policymaking. I have directed multi-country research projects at prestigious institutions such as Johns Hopkins University and Emory University, providing mentorship to emerging talents and securing essential funding for collaborative efforts.

In my advisory roles with organizations like WHO, Gavi, Sabin, and PATH, I have endeavored to ensure regional priorities inform global health policies. Furthermore, my leadership of technical advisory groups has translated scientific evidence into actionable recommendations for effective disease control strategies.

Mentoring early-career researchers and fostering collaborative networks has been a significant commitment of mine. I have delivered guest lectures at leading universities in Chile and Colombia, conducted workshops for regional guideline development, and forged strategic alliances with local health economists and health technology assessment agencies. My active membership in organizations such as ISPOR LAC and IHEA underscores my dedication to ongoing professional development and collaboration.

As a candidate for the IHEA Board, I believe it is imperative to amplify the innovations and challenges unique to our region in the global health economics discourse. I am committed to promoting economic evaluation methods tailored to the local context, supporting capacity-building initiatives for early-career health economists, and expanding opportunities for regional engagement and leadership.

I am uniquely equipped to represent the needs and aspirations of the LAC health economics community, given my career dedicated to forging strong relationships, empowering colleagues, and advocating for impactful regional policies. IHEA will greatly benefit from a Board Director who embodies not only technical expertise and strategic vision but also a proven commitment to partnership and excellence.
